One of the objection voiced about the rookie plan in the previous thread was the added complication of something new to keep track of - the so-called "press box".
Herewith is an alternative, which accomplishes the same idea by a slight alteration of the rules for the AHL squad. See the next message in the thread for the content of the proposed change.
Full credit for this idea goes to Aaron, who thought of this alternative and then worked with me to fine-tune it to cover a few difficult cases I came up with.

Proposed change to the AHL rule. The changes are in boldface. Everything else is unchanged.
12. THE AHL
12.1 Each team may maintain an AHL affiliate. AHL players may be signed at any time from the Entry Draft until 12/31. Two weeks after the October draft, teams must cut their AHL squads to a maximum of 4 players.
12.2 Only non-NHL players (ex: minor leaguers, juniors, college players) and NHL players who have played in less than 30 career regular season NHL games may be signed to the AHL affiliate. The salary of an AHL player is $3 unless he was sent to the AHL from an OOHL team roster. In that case, he retains his original salary and contract.
12.3 If a player on an OOHL team is dropped by his NHL team, he must be either released or sent to the AHL. If there is no room on the AHL list, the owner must either release the demoted player or one of his current AHLers to make room for him. If he released the demoted player, this DOES count against his monthly release limit after 12/1.
12.4 If an AHL player who has played in greater than 30 career NHL regular season games is called up by his NHL team, the OOHL team will have one week to either promote him or waive him. This is NOT required during the playoffs.
12.5 If an AHL player who has played in less than 30 career regular season NHL games is called up by his NHL team, the OOHL team may promote him at their discretion.
12.6 Once an AHL player has played in his 30th career regular season NHL game, the OOHL team will have one week to either promote him or waive him. This is NOT required during the playoffs.
Explanation of the changes:
The change to 12.2 allows you to pick up players who have less than 30 NHL games and place them on your AHL list, even while they are already in the NHL.
The change to 12.4 gives you the option to leave a player in the AHL until he has passed the 30-game limit, rather than recall him immediately as the current rule requires.
New section 12.5 gives you the option of recalling a player with fewer than 30 NHL games at any time, as long as he stays on the NHL team's roster.
New section 12.6 requires you to recall him or waive him once he hits the 30-game maximum. Now, you have to make that decision within a week of the day I find out he's on an NHL roster.
One clarification: if a player who has played more than 30 games in the NHL is sent down to the AHL for conditioning, the rule does NOT prevent the OOHL team from sending him down. That's also covered by the change to 12.2. A good example from this season is Marc-Andre Fleury. However, once he is recalled by the NHL team, the OOHL team will not be able to hide such a player in the AHL, just as it is now.
