This is QUESTION 1 on IR moves at meetings.
A YES vote is a vote to make the change.
A NO vote will keep the rules as is.
A couple of people have already mentioned this, so I think it's worth posting for the league to vote on.
Current rules do not allow team owners to make IR moves during the league meetings. At any other time of the week, it's fine, but during those 10 minutes or so, no IR moves allowed.
The proposed rule change would allow team to use their turns at the league meeting to make IR moves instead. Any free agent, including players just released at the meeting, could be signed.
These moves would NOT count again the 4 voluntary releases per month allowed after December 1.
Teams that passed on the first round could use their second round move (if there is a second round) to make an IR move.

This has also been mentioned by a few owners as a way of adding some realism to the league.
The proposal is to hold an Entry Draft lottery much like the one the NHL uses. Currently, the teams always draft in reverse order of their finish. The 5 teams that miss the playoffs get the first 5 picks, then the other teams in reverse order of their regular season point total.
If approved, this rule would institute a draft lottery which would give all five teams that missed the playoffs a shot at the top pick. We would conduct the lottery in the same way we determined draft order last year, by using the AIM 'dice-roll' utility.
That's it. Team winning the lottery gets the first pick, and everyone who would have been ahead of them moves back one slot.
If approved, this would be effective for the 2007 Entry Draft - not this year.

- Team that now has first pick would have 33% chance of the first overall pick in the new system.
- Team that now has second pick would have 27% chance.
- Team that now has third pick would have 20% chance.
- Team that now has fourth pick would have 13% chance.
- Team that now has fifth pick would have 7% chance.
